　　将美国本土以外的首个代表处设在中国成都，美国沃特飞机工业公司分管民用飞机的副总裁戴维先生（SteveA.Davis）直言不讳表示，这是沃特公司进一步拓展全球业务的标志性表现。而对于眼下中国业务发展，沃特公司不仅仅只局限于将波音公司零部件分包给中国的飞机零部件制造商，他们希望在成都或者其他城市建立自己的工厂，甚至有意在中国雄心勃勃的大飞机项目上分得一杯羹。

为何落户成都

沃特与成飞“感情深厚”

　　美国沃特飞机工业公司与中国的亲密合作早在1995年就开始了。作为全球最大的飞机零部件供应商，沃特公司与中国飞机公司的第一次合作就是从成都开始的，当年成都飞机工业（集团）有限责任公司（简称“成飞集团”）在波音757飞机尾段的转包项目上获得了第一个合同，而在随后的13年时间里，两个公司的合作形成了亲密的关系。

　　沃特与成飞的深厚感情，至今让沃特中国营运总监伊尔达先生津津乐道。此次被派至成都担任首任代表处负责人的他在接受本报记者采访时感慨颇深。他说，自己为沃特公司工作已长达30年，对沃特与中国的合作与发展非常了解，自己此前有8次来到成都，每次来都有不同的感受，而今年是最难忘的，首先是四川人民在大地震之后表现出来的坚韧不屈的精神，其次是川籍运动员邹凯连获三枚金牌，充分显示了四川人民自立自强、追求卓越的精神。

　　“所以，过去的成功合作，是我们将代表处设在成都的直接动力。其次，我们也通过对比成都、上海和北京的商务成本，认为成都是成本最为低廉的城市。这也是我们考虑的重要因素之一。”沃特公司负责全球民用航空的副总裁戴维向记者介绍。

“成都造”水平翼价值3亿美元

　　沃特公司成都代表处目前的职责主要是负责监督和跟进已签订项目的生产工作，以及新转包项目的洽谈。据相关信息显示，沃特公司去年与一航成飞公司签订的波音747-8飞机平尾部件合同价值高达3亿美元。

　　戴维说，波音747-8是一种新型的洲际飞机，目前，公司将该飞机的所有尾翼项目都放在中国的工厂生产，而成飞担任的是最为重要的部件之一水平翼的生产任务，并要求在2009年11月前交付其中一部分。

沃特新全球战略从成都起飞

　　除了密切与成飞公司进行合作，完成已签订项目合作外，沃特成都代表处还会将成都作为中国战略的中心，寻求更多的商机。

　　据称，目前代表处的工作职能首先是对已有项目的监督和跟进以及新转包项目的洽谈，而成飞集团将是沃特在波音飞机零部件转包上的首要合作伙伴。在成都站稳脚跟后，将着力挖掘市场潜力，争取在项目转包外还有更多的合作。

　　戴维认为，以往沃特公司从没有在海外设代表处，成都代表处是沃特的首个海外代表处，其战略目的更是着眼于全球。“作为一个全球化的企业，沃特想进一步拓展自己的全球业务。今后，沃特还要在中国其他城市，甚至世界其他城市考虑设置更多的办事处，以使自己的全球战略更加有效。”

　　据透露，即将举行的珠海国际航展是沃特公司寻找商机的一个平台，他们虽然没有直接的产品参加展览，但是他们会在航展中与各大飞机公司接触，寻求更多的商机，其中包括寻找波音747-8飞机的尾翼部分零部件的合作伙伴。

成都布局

打造国内重要航空产业基地

　　随着沃特公司成都代表处的正式运营，成都飞机制造产业正在显露出独有的优势，而境内布局的诸多航空生产企业正在使得成都向航空制造产业化目标逐渐靠近。

　　成都的航空制造历来具有独特优势，并且也是国家打造的重点航空产业基地。据公开信息显示，2007年5月13日，成都市发改委联合成都航空航天与核能产业推进办公室发布航空航天与核能产业信息：成都地区已成为我国的核战略基地和大后方，未来将积极参与大型飞机的研制和生产。

　　而在去年11月召开的四川省产业集群发展研讨会上，成都曾首次披露了重点产业集群发展规划，3年内强力打造十大重点产业集群。积极参与干线飞机部件和航空零部件制造、航空维修，构建民用航空制造业和民用航空维修业协同发展的产业集群，把成都建成国内重要的民用航空产业制造、维修基地。到2010年，主营业务收入达330亿元，年均增长25%以上。

　　据透露，目前，除了成都飞机集团公司和此次落户成都的沃特公司外，成都航空企业主要还有海特集团和航利集团等企业。其中，海特集团是我国现代飞机机载设备维修规模最大、维修设备最全、维修项目最多、客户覆盖面最广的航空维修企业集团。其产品品种涉及波音系列、空客系列和各类通用飞机等近40余个机型。

　　今年7月份，四川航空集团公司与香港飞机工程有限公司、厦门太古飞机工程有限公司、四川海特高新技术股份有限公司签署协议，投资成立四川太古飞机工程服务有限公司，将在成都建起国内最大的空中客车专业维修基地。

沃特愿力助中国大飞机工业制造

　　在中国大飞机项目日渐成为世界关注的焦点之时，美国沃特公司副总裁戴维昨日在接受本报记者独家专访时表示，他们也希望能够在大飞机项目上与中国进行合作，并有信心帮助中国与波音和空中客车进行竞争。

　　《华西都市报》：沃特公司在中国的合作目前主要是转包合同，那么以后会不会直接投资建厂？

　　戴维：我们与成飞公司的合作在成功进行之中，这次在成都建立代表处的目的就是在于跟踪和研究飞机零部件制造项目，在未来是有可能直接投资建立工厂的。

　　《华西都市报》：作为在海外的首个代表处，这是否意味着沃特公司在全球战略中有新的行动？

　　戴维：成都有着良好的发展基础，我们将首个海外代表处设置在成都，也是有助于我们在海外业务的开展。当然，如果在成都设置代表处的方式非常可行，对于今后在中国其他城市甚至世界其他城市建立更多代表处，将有很多借鉴意义。这也是沃特拓展更多业务的一个方式。

　　《华西都市报》：中国商用飞机公司正在进行中国的大飞机项目，它可能会吸引更多的零部件制造商参与这个计划，贵公司有没有计划在这个大项目中分得一杯羹呢？

　　戴维：当然，我们已经知道了中国的大飞机计划，但是目前还没有与在上海的这个公司进行接触。不过，我们有这样的想法，希望能够参与大飞机项目，并且很有信心帮助中国的大飞机与波音和空客进行竞争。我相信我们的实力是能够帮助中国大飞机项目的。我们来中国成都设置代表处就是想拓展更多的业务，还想与中国有更多的合作。
